Global Statement on Advancing International Learner Mobility in TVET

This webinar marked the launch of WFCP’s third Global Statement, On the Move: Advancing International Learner Mobility and TVET. The session explored how international learner mobility can help build skills, confidence, intercultural understanding and employment opportunities for learners in the professional, technical and vocational education and training sector.

Speakers included Dawn Ward, Chair of the World Federation of Colleges and Polytechnics; Joel Mullen, External Research Partner at Analytic Learning; and Dawn Wood, WFCP Board Member and Dean of Global Learning at Kirkwood Community College. The webinar was hosted by Ellianne Feenstra, Manager of the World Federation of Colleges and Polytechnics.

Speakers introduced the evidence behind the statement, including a review of existing research, a survey of WFCP member institutions across 10 countries, and case studies from Zimbabwe, Chile and Singapore. The discussion highlighted the wide range of mobility opportunities available to learners, from study abroad and work experience to skills competitions, field trips and virtual mobility.

The webinar also addressed key barriers to participation, including funding, administrative processes, visa and recognition challenges, and language barriers. Speakers discussed practical recommendations for institutions, governments and funders, with a focus on sustained investment, simpler processes, stronger learner support and more inclusive access to mobility opportunities.

Participants were encouraged to use the Global Statement as a reference point for action within their own institutions and networks, and to explore ways to embed mobility more fully into curriculum, partnerships and internationalization strategies.
